No one in official Washington is seriously worried about Greece. It's far away, relatively small, and - anyway - "we already sent the IMF". Under current circumstances, this is very much like saying 2,500 years ago: We sent 300 Spartans to stand against a horde of Persians, so what's the problem?

The Greek economic situation is worsening fast - with government bond yields rising rapidly today (currently the 10-year rate is around 7.5 percent). Unless there is rapid action by the international community, this has the potential to get out of control.

There are three scenarios to consider: the nightmare, the "savior", and the decision.

Nightmare scenario: No one makes a quick decision, and bond spreads for other relatively weak eurozone countries take off. "Core Europe", such as Belgium and France, are also hit by higher bond yields. At that point, the EU does something small for Greece, but that does not really address the worsening problems elsewhere. Real interest rates remain differentiated across Europe, with Germany very low and the periphery very high. This causes very different growth rates, feeds into strikes, and budget deficits worsen. European banks take capital losses so (again) need to recapitalize. The periphery banks need their recapitalization to be funded by the state, which increases national debt. At some point soon a European country defaults. Then there is a wave of defaults.

"Savior" scenario: Phone Larry Summers, and he will help arrange another round of unconditional bailouts for all creditors everywhere - perhaps on scale that makes the 13 bankers episode look small. The strategy will be to welcome all the moral hazard back into the system so people feel the risk of state (and private) bankruptcy is zero. Each day we delay now, Mr. Summers and his colleagues will have to provide more largesse - and more distortion - when they finally come in. For example, they could do a new round of "stress tests" and decide that each European nation has a good enough plan to reduce its budget deficit. Perhaps the eurozone nations agree to a common tax or fiscal mechanism to help each other through transfers. They then open the European Central Bank (ECB) lending windows to all those countries. Investors realize they are safe because the ECB shows it has no backbone - maybe Mr. Trichet resigns but probably not, so the spreads come in, etc. The moral hazard issues are mind-boggling, and it would very hard to get any teeth into the system after that. The financial markets would, of course, in the short term stand up and applaud - until they thought through and began to understand all the consequences for government balance sheets.

Decision scenario: As we laid out at length on Tuesday, Greece faces only hard decisions involving some combination of: much more fiscal austerity than is currently in the cards, debt restructuring (also known as default), and leaving the eurozone. Given all the players involved on the European side, it is hard to see how they take any of these decisions soon. This is why "prompt correction action" is never prompt and rarely truly corrective - politicians in this situation (and regulators more generally) have an incentive to delay taking hard decisions that will encounter serious pushback; they would rather wait for events - either they will get lucky or, more likely, they will be forced in a particular direction. But this is exactly how you get forced to a decision point where the only options really are "global collapse or overly generous rescue that creates major problems down the road".

The US needs to step forward with some clear leadership on these issues. The situation would still be difficult, given the attitudes and fractious nature of Europe. But Washington will not even try - the White House still doesn't understand what it has helped create and the dangers that this poses.

* Greek cabinet decides on new austerity steps - source
* Tough measures seen as crucial for winning EU debt support
* S&P says less gloomy on Greece than markets
* ECB's Nowotny says Greece's rating fate "unacceptable"
* Economists still sceptical of Greek consolidation drive

By Lefteris Papadimas and Renee Maltezou
ATHENS, March 3 (Reuters) - Greece's cabinet approved a
sweeping new austerity programme on Wednesday, the third in as
many months, in a drive to rein in a bulging budget deficit and
secure European financial support, a government source said.
"Measures which will yield 4.8 billion euros ($6.5 billion)
have been decided," the source, who took part in the cabinet
meeting, said. "Half will be from spending cuts and another 50
percent from tax increases."
The measures include an increase of value added tax by 2
percentage points to 21 percent and trimming public sector
salary bonuses by 30 percent, the source said.
In a dramatic speech to members of his ruling PASOK party on
Tuesday, Prime Minister George Papandreou compared his country's
fiscal crisis to a war and said he would have to take harsh and
possibly unfair measures.
All of Europe would be threatened if Greece failed to take
brave decisions to cut a 300 billion euro debt mountain, bigger
than the country's annual economic output, he said.
The new measures also included a freeze on public sector
pensions this year.
The euro rose on foreign exchange markets on the news and
Greece's borrowing costs fell further, with the risk premium on
Greek 10-year bonds over benchmark German bunds at 291 basis
points, the lowest since early February.
"The relief was evident in the money markets once Greece
announced its additional austerity measures. This ... increases
their chance of navigating through these troubles," said Peter
Chatwell, rate strategist at Credit Agricole CIB.
About 500 pensioners rallied in central Athens and marched to
the finance ministry in a first protest against the new
measures. Civil servants also planned an anti-austerity
demonstration outside the ministry.
Taxi drivers were on strike in Athens and the communist
trade union was to hold a protest rally in the capital's central
Syntagma square later in the day. However, opinion polls suggest
the government retains majority public support for the austerity
plan.
Papandreou is due to travel to Berlin on Friday to meet
German Chancellor Angela Merkel, who had demanded additional
fiscal steps from Greece before considering any European
financial safety net for the euro zone's weakest economy.
The Greek leader received a small boost earlier from credit
ratings agency Standard & Poor's when the debt watchdog's global
head of sovereign ratings said he was less pessimistic about the
Greek crisis than financial markets were.
"The political standing of this government is still very
high, if recent polls are to be believed," S&P's David Beers
told Reuters in Singapore.
S&P rates Greece BBB+, two notches above the lowest
investment grade, with a negative outlook. If Moody's, the last
ratings agency that still gives Greece an A grade, follows suit,
Greek government bonds would no longer be eligible as collateral
for European Central Bank lending from the end of this year.

"UNACCEPTABLE"
ECB governing council member Ewald Nowotny said on Tuesday
that situation was not acceptable, without saying how it could
be changed.
"The fate of Greece, and if you are going to be more
dramatic, the fate of Europe, depends on the judgment of one
rating agency. That is an unacceptable situation," the Austrian
central banker said at a panel discussion in Vienna.
European government sources have said Germany and France are
working on contingency plans under which state-owned financial
institutions would directly purchase billions of euros in Greek
bonds or offer guarantees to commercial banks that bought them.
"While the scale and form of any package remains unclear, it
seems likely that some formal support will be in place by April
and May, when a large chunk of Greek debt matures," said Ben
May, European economist at Capital Economics.
"Nonetheless, considerably more fiscal tightening will be
required beyond 2010 and the crisis is far from over."
In his speech on Tuesday, Papandreou said Greeks should not
be lulled into thinking a government default was a "remote
nightmare scenario", saying new holes in the budget deficit were
appearing on a daily basis.
Although market pressure on Greece has eased in recent days,
a Reuters poll of economists showed on Tuesday that scepticism
about the government's ability to meet a goal to slash its
defi cit by four percentage points this year still runs deep.
Only 18 of 47 respondents said they believed Athens would
meet that target, with most predicting a "slow burn" scenario
through 2010 in which the government makes only limited progress
in reducing the deficit.
One Greek celebrity offered a symbolic sacrifice for the
government's austerity drive. Singer Nana Mouskouri, 75, was
quoted by German magazine Der Spiegel as saying she would give
up her pension as a former Socialist member of the European
Parliament to the Greek state.

Banks Bet Greece Defaults on Debt They Helped Hide

.

[...]

As Greece’s financial condition has worsened, undermining the euro, the role of Goldman Sachs and other major banks in masking the true extent of the country’s problems has drawn criticism from European leaders. But even before that issue became apparent, a little-known company backed by Goldman, JP Morgan Chase and about a dozen other banks had created an index that enabled market players to bet on whether Greece and other European nations would go bust.

Last September, the company, the Markit Group of London, introduced the iTraxx SovX Western Europe index, which is based on such swaps and let traders gamble on Greece shortly before the crisis. Such derivatives have assumed an outsize role in Europe’s debt crisis, as traders focus on their daily gyrations.

A result, some traders say, is a vicious circle.

Wall St. Helped Greece to Mask Debt Fueling Europe's Crisis ...

.

read and weep

2010/02/17 - “What is this Goldman Sachs and why has it caused us so much grief?” is a question they must be asking in even the most remote of Greek villages, as they are throughout much of this economically troubled world.

The Greek financial scandal in which Goldman Sachs stands accused of selling dubious derivatives that concealed enormous government debt has sent the Greek economy and European markets into a tailspin. But that’s just part of a made-in-the-USA banking hustle that has haunted folks at home and abroad.

At the heart of the worldwide banking meltdown are those mysterious unregulated derivatives that Goldman and JPMorgan led the way in selling. But Greece’s case did not involve the usual questionable mortgages packaged into derivatives with credit default swaps backing them up, but rather expected revenue on airport fees and other potential sources of the cashed-strapped government’s future income.

As The New York Times headlined it: “Wall St. Helped to Mask Debt Fueling Europe’s Crisis.” The story described the scam succinctly: “As in the American subprime crisis and the implosion of American International Group, financial derivatives played a role in the run-up of Greek debt. Instruments developed by Goldman Sachs, JPMorgan Chase and a wide range of other banks enabled politicians to mask additional borrowing in Greece, Italy and possibly elsewhere. ... Critics say that such deals, because they are not recorded as loans, mislead investors and regulators about the depth of a country’s liabilities.”

As a result of such shenanigans back in 2001, Greece was allowed to join the European Union while running up enormous debt that went undetected. Greece’s neighbors will now be forced to bail it out, much as U.S. taxpayers have done for banks as a result of the scams Goldman and other financial houses pulled off in this country. The common denominator is that the packagers of the collateralized debt securities, be they based on subprime mortgages or government airport fees, have no real interest in the integrity of the packages, for they will balance them out with credit default swaps that pay off when the assets prove toxic. And they will make their lucrative commissions coming and going, no matter what goes wrong. Even after all the trouble in Greece, Goldman President Gary D. Cohn was back in that country last November with a new derivative scam based on potential revenue from Greece’s health care system.

Paul Krugman: The Making of a Euromess

Lately, financial news has been dominated by reports from Greece and other nations on the European periphery. And rightly so.

But I’ve been troubled by reporting that focuses almost exclusively on European debts and deficits, conveying the impression that it’s all about government profligacy — and feeding into the narrative of our own deficit hawks, who want to slash spending even in the face of mass unemployment, and hold Greece up as an object lesson of what will happen if we don’t.

For the truth is that lack of fiscal discipline isn’t the whole, or even the main, source of Europe’s troubles — not even in Greece, whose government was indeed irresponsible (and hid its irresponsibility with creative accounting).

No, the real story behind the euromess lies not in the profligacy of politicians but in the arrogance of elites — specifically, the policy elites who pushed Europe into adopting a single currency well before the continent was ready for such an experiment.

Marshall Auerback
Greece Signs Its National Suicide Pact

Agreement has been reached in Europe on a “rescue” package for Greece. But it’s no cause for celebration. It’s the kind of “rescue” sensation one experiences after paying out what’s left in one’s wallet when confronted with a robber with a gun. The insanity of imposed budgetary constraints --harsh cuts, tax increases -- will be manifest to all soon enough. Economists and the EU bureaucrats who advocate a slavish adherence to arbitrary compliance numbers fail to comprehend the basis of government spending. In imposing these voluntary financial constraints on government activity, they deny essential government services and the opportunity for full employment to their citizenry.

Score another one, then, for the high priests of fiscal rectitude. Harsh cuts, tax increases — this is by no means a recovery policy. The capital markets have got their pound of flesh. But Greece is no more able to reduce its deficit under these circumstances than it is possible to get blood out of a stone. Politically, it means ceding control of EU macro policy to an external consortium dominated by France and Germany. Greece becomes a colony.

Euroland, the Horror Movie

An Olympian game of musical chairs in global finance heads for a climax in the days ahead as so many eyes are diverted to alternate festivities in British Columbia, where grown men compete for gold by riding things that look like cafeteria trays down icy mountainsides -- is this the moment that comes every four years when you wonder why you didn't get your kid a luge for Christmas

The advertisers must be lovin' it, but six thousand miles away a whole lot of European bankers are wondering how to get their fannies in a dwindling number of seats at the money trough. Greece is going bust. History is great prankster this way. Just when you're wondering how America will make Afghanistan safe for democracy, or whether Venezuela will blow itself up along with the oil markets, along comes kindly, picturesque, inoffensive old Uncle Greece -- land of antiquities and pizza entrepreneurs -- to fuck things up.

Those who run Europe have three choices: to bail out Greece, to let Greece sink (into a desperate economic depression), or to pretend to bail out Greece. The sad truth of the situation is that there is not enough productive activity in Europe to really support all the members of the European Union in the style they're accustomed to. (Which also happens to be true of the USA and its constituent states, but you probably know that already.)

1. πιστεύετε ότι η ελληνική κοινωνία γίνεται περισσότερο ή λιγότερο ανεκτική απέναντι στους ομοφυλόφιλους;

2. θεωρείτε ότι οι ομοφυλόφιλοι σήμερα στη χώρα μας βγαίνουν πιο εύκολα από την ντουλάπα;

burn, Julia, burn

... πώς να μη λατρεύει κανείς την Τζούλια;

photo : manifestogr

“I hope to hell that when I do die somebody has the sense to just dump me in the river or something. Anything except sticking me in a goddam cemetary. People coming and putting a bunch of flowers on your stomach on Sunday, and all that crap. Who wants flowers when you’re dead? Nobody," - J.D. Salinger.
